Jocelyn Reardon Keegan is a senior health information technology consultant with Point-of-Care Partners with 25 years of extensive product management and software development lifecycle experience across multiple industries. She has expertise in payer/provider collaboration, prior authorization workflows, specialty pharmacy, and software product development.
Jocelyn is Point-of-Care Partners’ Payer Practice Lead. Her consulting work spans industry landscapes, go to market strategies, product roadmap and strategic advisement for stakeholders across the Health IT spectrum. Under Jocelyn’s direction, POCP has developed a maturity model to understand an organization’s progress towards technology and business process improvements to streamline utilization management and prior authorization. She is a Task Group lead of Pharmacy ePA at NCPDP, former Task Group lead of Specialty Pharmacy Benefit Identification at NCPDP, and leads POCP’s team in support of ONC FAST (FHIR at Scale Taskforce) bringing taskforce findings to the broader market for feedback and action. Jocelyn's work cuts across key regulatory and standards organizations; HL7, X12, NCPDP, CMS, ONC. Her roles require her to assess and advise on potential impacts to product strategy for key constituents; providers and medical and PBM payer organizations ranging from provider data management standards to exploring the possibilities of standards like FHIR to advance, reduce or automate authorizations workflows, and ongoing need to improve data exchange to support shift to value-based care using available tools and standards.
Jocelyn currently serves as Program Manager for Da Vinci, a Payer/Provider led initiative to leverage HL7 FHIR © to exchange critical data required for Value-Based Care contracts. The initiative runs a $2+M annual budget plus in-kind resources from membership. Current membership represents over 45 leading payers, providers and vendors; provider burden reduction, benefit transparency, and prior authorization automation are the critical focus area of the work.
Prior to POCP, Jocelyn led integration teams to implement payer and provider collaboration, including authorization workflows using X12, NCPDP, and HL7 standards. Jocelyn led the Product Management effort to launch the NCPDP ePA draft standard pilot with CVS Caremark, CoverMyMeds and Surescripts. During her tenure, she also provided tactical and strategic advisement to the leadership team at NaviNet/NantHealth on how to move NaviNet from a custom development organization to a SaaS product company.
Prior to health care information technology, Jocelyn worked for more than a dozen years in product and program leadership roles at Thomson Financial/Thomson Reuters. At Thomson, Jocelyn acted as an evangelist and catalyst during the company’s transformation from dozens of discrete companies and siloed architectures to one unified services-based product development organization. Jocelyn is technology and standard agnostic, having helped lead complex organizations through years-long business and technical transformation from transactional and manual human-powered systems to improved automation and real-world API economy.
Jocelyn has a Bachelor of Art in History from Smith College in Northampton, MA. She lives south of Boston with her husband Dave, their two boys and a loving, needy rescue dog. While not working, she can be found gathering people, gardening or working on some ill-conceived home improvement project.
