CAPT Clarke, a board-certified pediatrician trained at Duke University Hospital, has served 14 years as a medical epidemiologist at the CDC, where she completed the Epidemic Intelligence Service fellowship in applied epidemiology.  She has worked across the global and domestic spheres, deploying for multiple outbreaks and public health emergencies.  During the CDC COVID-19 response, CDR Clarke led a team focused on disproportionately affected populations and recognized structural data gaps and limitations that constrain the ability of public health authorities to identify and address emerging health disparities in real time among many critical populations and settings.  Because populations overlooked in the design of data systems are underserved in public health practice, her work as OPHDST Senior Advisor on Data for Health Equity is focused on improving ability of public health to monitor health equity in order to effectively tailor timely, evidence-based interventions to improve the health of all people.
